John D. Warbington is currently CEO of The Warbington Nexus, Inc., a local government
consulting firm.

Mr. Warbington is a 1997 graduate of the Harvard University, John F. Kennedy School of
Government, Program for Senior Executives in State and Local Government. He received his
baccalaureate degree in 1972 from the University of Central Florida as a Charter Class Graduate,
and has received additional training at the Georgia Institute of Technology, University of Florida, and
the University of West Florida. Mr. Warbington is a State of Florida Licensed Building Code
Administrator (Building Official), Building Inspector, Plumbing Inspector and Structural Masonry

In 1971, after serving as City Manager Intern, John was employed as Assistant City Manager for the
City of Kissimmee, Florida. In January of 1973, he was appointed City Manager of Royal Palm Beach,
Florida, where he served for two years. In 1975, John returned to the Central Florida area and began
to consult for hotels, restaurants and small businesses in the southeast United States, concentrating
on marketing, operations and food service.

After two and half years of travel, Mr. Warbington decided to return to local government, his abiding
interest. John re-entered government with the City of Orlando as a Planner for Community
Development. John joined Orange County government in 1981 and has served as the Community
Development Coordinator, Fleet Manager, Assistant County Administrator, Fire Administrator,
Director of Building and Director of Growth Management.

Mr. Warbington’s professional memberships have included the American Planning Association,
American Society for Public Administration, American Public Works Association, National Association
of Fleet Administrators, Florida Association of Governmental Fleet Administrators, the Southern
Building Code Congress International, and the International Code Council.  Mr. Warbington has
recently served as President of the Central Florida Chapter of the Building Officials Association of

John is sharing his twenty-seventh year with his wife, Marie B. Warbington, President of the
Warbington Nexus, Inc.

Community activities for the Warbingtons are centered around Great Oaks Village, the Orange
County Children’s Home, as volunteers for children. Mr. Warbington is an Alumni Trustee, past
Alumni Board Director and Honorary Coach at the University of Central Florida. His support of the
University’s academic and athletic programs is a continuing part of his life
